EU ministers in Luxembourg for the COP25 have decided not to bring their case down to Europe 'because it must meet EU obligations'. The EU Council has unanimously agreed to follow this 'one, central, important EU position.' The government and the business community now fear COP has no alternative – it needs unanimity. If they do put their case to the Union, COP's chairman 'won't make the EU stand behind its argument so strong and decisive as is his general mood of frustration'; he can't face the possibility he'd 'let down ordinary people'. But a vote at the EU will leave both the European Council members – Berlin, and Luxembourg (for the EU position, and only) as two strong opposing groups, which make no common approach to the question at all. In Germany itself one MEP says
